Ukrainian igaming bill progresses

The Committee supported the upcoming legislation unanimously, redirecting bill 2285-D to lawmakers. The bill was introduced in January of this year by Oleg Marusyak, with it outlining the specific conditions that would allow Ukraine to see a regulated gambling market, both in the brick-and-mortar and online spaces.

Some have objected to the latest amendments to the bill, including a decision to remove the limit on the maximum allowable gaming machines in the country. Previously, this limit was set at 40,000, but in passing the bill through the Committee earlier this week, the limit was removed. This prompted Deputies Halyna Vasylchenko and Yaroslav Zhelezniak from the opposition Voice party to walk out of the meeting.

The bill would allow different regions to lay claim to a different, but fixed number of betting licences. Kyiv will receive the most licenses with 32 businesses opening doors. Other big cities in the country will also receive 32 licences each, with the smaller states getting 16.

Meanwhile, the country has been working on enforcing a blanket-ban on unregulated gambling operators who have still been catering to Ukrainian citizens. Ukrainian President Volodymyr Zelensky also joined in enforcing “anti-gambling laws.”

2285-D is good news for Ukraine assuming that the bill is enforced objectively and without trading political favours. By introducing a specific framework, a regulated industry could be a perfect opportunity for established blockchain and igaming companies to enter viably.
